Ein Ziel ist, unionale Vorgaben, UEberwachungs- und Sanktionsrechte zu intensivieren, die dem Entstehen eines Haushaltsdefizits der Mitgliedstaaten praventiv entgegenwirken. Die Arbeit untersucht die unions- und verfassungsrechtlichen Grenzen einer Reform dieser Art. Ausgehend von den bestehenden unionalen Rechtsetzungskompetenzen kommt der Verfasser zu dem Schluss, dass das Grundgesetz einer UEbertragung der grundlegenden Entscheidungskompetenzen des Bundeshaushaltsgesetzgebers auf die Europaische Union entgegensteht. Als verfassungsrechtlich zulassig wird indes die weitere Begrenzung des parlamentarischen Entscheidungsspielraums bei der Aufnahme von Staatsschulden bewertet.
